Representatives of Kyiv Scientific Research Institute of Forensic Expertise have become participants of an international scientific and practical seminar on the issues of accreditation of expert institutions and obtaining certificates of accreditation in various areas of forensic research.
The event was attended by representatives of the Forensic Scientific Research Institutes of the Ministry of Justice of Ukraine, the Scientific Research Center of Forensic Expertise on Intellectual Property, the Scientific and Research Forensic Centers of the Ministry of Internal Affairs of Ukraine, the Ukrainian Scientific and Research Institute of Special Equipment and Forensic Expertise of the Security Service of Ukraine, Kharkiv Regional Bureau of Forensic Medical Examination as well as colleagues from the National Center of Forensic Science from the Republic of Moldova.
One of the highest priorities of forensic institutions in Ukraine (as in other countries of the world) is the introduction of a management system that meets the requirements of DSTU(National Standards of Ukraine) ISO / IEC 17025: 2006, and further accreditation for compliance with this standard.
The goal of ISO / IEC 17025: 2006 is to implement, maintain and improve the management system of accredited laboratories, which would as much as possible meet the interests of customers of expert services. However, on the way to the implementation of the management system in accordance with DSTU ISO / IEC 17025: 2006, forensic institutions have certain difficulties, in particular related to some contradictions between the requirements of the current domestic legislation and the provisions of the standard.
Problematic issues related to the standardization of forensic expert support of justice in Ukraine, accreditation in the field of forensic expert activity, inter-laboratory comparative tests, errors and uncertainties of measurements were highlighted and discussed during the seminar.
Profile workshops play an important role in the communication of expert institutions, raise the level of specialists in the quality management system and allow determining the ways and priorities of forensic expert activity in Ukraine.
