One of the main areas of activity of public authorities in Ukraine regarding its integration into the European and world community is the development of international cooperation within its powers. Relevant initiatives of state specialized institutions performing forensic examinations are provided by national legislation and fixed in the Law of Ukraine “On Forensic Expertise”.
In order to expand international cooperation and establish international scientific relations with foreign colleagues, experts from the Kyiv Scientific Research Institute of Forensic Expertise paid a practical visit to the Central Forensic Laboratory of the Police in Warsaw on January 29-31, 2020.
From the Ukrainian side were representatives of the Kyiv Scientific Research Institute of Forensic Expertise, namely, Olekasndr Zherebko, the Head of the Regulatory and Standardization Department, Oleksandr Vysikan, forensic expert of the Kyiv Scientific Research Institute of Forensic Expertise and Viacheslav Krylovskyi, the Head of the Vinnytsia Branch of the Kyiv Scientific Research Institute of Forensic Expertise.
The event was organized with the support of the TAIEX, Technical Assistance and Information Exchange instrument of the European Commission for the study of up-to-date and research methods for the accreditation of forensic research. The aim of the work was to improve the methodological basis of the examination of tools’ traces.
Within three working days, experts from the Kyiv Scientific Research Institute of Forensic Expertise got acquainted with the organization of activities and the structure of the Central Forensic Laboratory of the Police in Warsaw, the requirements for the quality of work of tool marks and ballistic departments, and also exchanged experiences.
Polish colleagues provided a report on the following topics:
- “Tools for the identification of vehicles”;
- “Reading data from electronic components of vehicles”;
- “Scope of studies of locks, keys and tools”;
- “Problems of identification of transport modes”;
- “Scope of metallography examination”.
In addition, the scope of the FAVI system, the use of the national database called Wkładka and the EuVID program were presented.
The participants also discussed international cooperation in the field of vehicle identification and international activities against motor crime in the countries of the European Union.
In general, the parties agreed that international cooperation in forensic science would contribute to the further exchange of positive experience, the development of the theoretical foundations of expert research and the improvement of expert activity, professional development of forensic institutions, international recognition of national expert opinions.
