Appeals of the Organizing Committee for the preparation and holding in 2019 of events on the occasion of the Labor Safety Day in Ukraine to state authorities, local governments, employers, trade unions, the media, managers and employees of enterprises, institutions and organizations

Annually, on April 28, in accordance with Decree of the President of Ukraine dated August 18, 2006 No. 685/2006, Labor Safety Day is celebrated in our country. This year, Ukraine joined the initiative of the International Labor Organization to hold events for the World Day for Occupational Safety and Health under the slogan "Safe and healthy future of work”. On the eve of its centenary, which is celebrated in 2019, and influenced by discussions about the future of the world of work, the ILO sums up its many years of activity aimed at harmonious development of all areas of this sphere, plans for the future in the context of global transformations regarding such aspects as demography, labor organization and climate.

DEAR COLLEAGUES,

Together with the international community, Ukraine recognizes that healthy and safe working conditions are a strategic task facing the state and business. Considering the obligations undertaken by our country in accordance with the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and the member states, on the other hand, ratified by the Law of Ukraine of September 16, 2014 No. 1678-VII, the government by its decree of December 12, 2018 No. 989-p approved the Concept of reforming Labor Protection Management System in Ukraine (hereinafter referred to as the Concept) and approved the Action Plan for its implementation (hereinafter referred to as the Action Plan). The concept is the basis for the implementation of a national safety and health management system based on the principles of preventing occupational hazards and encouraging the creation of safe and healthy working conditions. The implementation of the Concept should ensure the implementation into national legislation of the norms of Directive No. 89/391 / EEC as of 12 June, 1989 on the implementation of measures to encourage improvements in the field of safety and health of workers when working in accordance with the Association Agreement between Ukraine and the EU.

Slogan of the World Health and Safety Day 2019 is “SAFE AND HEALTHY FUTURE OF LABOR”

Implementation of the risk-based approach will create opportunities for Ukraine to ratify Convention No. 187 on the basis of promoting safety and health, signed on June 15, 2006, the main principles of which are: • identification of occupational hazards and risk assessment; • elimination of occupational hazards or dangers at their place of origin; • development of a national preventive health and safety culture that provides information, counseling and training.

The risk-oriented occupational system of occupational safety and health management in Ukraine, based on the responsibility of employers to ensure the safety and health of workers in all aspects related to work, on the obligation of employers to constantly adapt to changing circumstances, to take the necessary measures to create conditions that are safe for life and health employees, will ensure the effective realization of the rights of workers to safe and healthy working conditions. The consolidation in the national legal framework of new risk management principles will create the basis for building an effective system of integrated safety and health management, developing and strengthening the labor potential of our country.

Extremely important for achieving optimal results in this matter is the study, dissemination and implementation of the best international experience in assessing and managing industrial risks not only at the state level, but also at the sector and regional levels. In the process of implementation of certain tasks, effective measures will be information on campaigns during campaigns, in particular, seminars, round tables, conferences and the like. After all, a combination of theoretical and practical approaches to the study of risk assessment techniques will be the most effective effect in relation to their successful implementation. The vector for reforming the field of occupational safety and health, which has been determined by the government and implemented by the Ministry of Social Policy and the State Labor, provides for fundamental changes in approaches to labor protection management, which, in turn, can cause a number of difficulties. However, only in this way is it possible to build a progressive national system for the management of occupational safety and health.

It is important to prepare for the upcoming changes, correctly predict the results of the reform and ensure the introduction of new management principles. A modern incentive system for improving safety and health at work must take into account global employment trends, the development of digital technologies (automation, robotics and information computerization), demographic indicators, economic globalization, climate change and other factors affecting the state of occupational safety and health with existing or new production risks. It is difficult to predict which technologies will exist in the future, how they will be integrated into workflows, and what impact, positive or negative, will have on labor safety. Therefore, our activity, which involves innovative approaches, should be focused on the person, the priority of training and continuous development throughout life. Strengthening practices in continuing education in occupational safety and health can help workers and employers minimize existing and potential occupational hazards and thereby improve work outcomes in the field of labor protection. A serious challenge for Ukraine was the issue of labor migration, in particular, professionally trained youth. Consequently, it is necessary to ensure proper working conditions in order to stop the outflow of labor resources from the country, to preserve qualified and highly efficient labor potential. This will contribute to economic growth and full employment. The events dedicated to the Labor Safety Day in Ukraine, which will be held under the slogan “Safe and Healthy Future of Labor”, should continue throughout 2019 and cover as much of the working citizens as possible and all areas of economic activity without exception. Only by joint efforts it is possible to fulfill the tasks stipulated by the reform programs and ensure the constitutional right of citizens to decent working conditions.

We call on everyone to join in the activities on the occasion of the Labor Safety Day and to ensure a wide information campaign.
