Kyiv Scientific Research Institute of Forensic Expertise conducts identification of Ukrainian military servicemen who are in captivity or missing

Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine and the Ukrainian Parliament Commissioner for Human Rights signed a memorandum of cooperation, in particular, to unite efforts aimed at preventing violations of human and civil rights and freedoms in their implementation and providing proper, qualified and objective expertise.

This cooperation is aimed, among other things, at solving the issues of identification of Ukrainian citizens in captivity through photographs and videos.

In connection with the above, and in order to comply with the legal procedures established by the legislation of Ukraine, we inform you that citizens have the opportunity to apply to the Commissioner for Human Rights of the Verkhovna Rada of Ukraine hotline@ombudsman.gov.ua and maintain contact on this issue by phone +380963107883.

In the future, all materials will be sent by the representative of the Ukrainian Parliament Commissioner for Human Rights to the Kyiv Scientific Research Institute of Forensic Expertise for appropriate processing and research in the prescribed manner.

We emphasize that the research conducted within the framework of the memorandum of cooperation between the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine and the Ukrainian Parliament Commissioner for Human Rights is conducted free of charge for citizens.

In addition, we emphasize that when submitting an application to the Ukrainian Parliament Commissioner for Human Rights, certain requirements must be met, namely:

  • The found facial images in photos and videos of captives must be clear and of high quality (not blurred and suitable for establishing individual signs of appearance). Similar requirements apply to video quality and still frames from it;
  • If several people are recorded in the frame, relatives need to clearly indicate which person needs to be investigated (indicate the location in the frame or signs of clothing);
  • Comparative samples (photos of a soldier before missing persons) should be of high quality and clear, they should be as numerous and as the latest as possible;
  • The face of a person in comparative samples should be at the same angle (slope) as in the picture (video).

For example, if a profile image is provided (face turned sideways to the camera), then it is necessary that the comparative image be in the same perspective
